It appears you have given us the wrong student registration number as the College is not able to send copies of your school records. Can you send us the correct student registration number.

Your use of "appears" is correct. But I would change the word "as" to "so".

I think 'as' (= 'since', 'because') is the appropriate word here. I would add a comma before 'as'.

I prefer "so" = "with the result that". The failure to supply the appropriate number resulted in the inability to send the documents.

Fine, but this is not a matter of correctness or appropriateness. The choice of word depends on the message the writer wanted to send.
 
"It appears you have given them the wrong student registration number as the College is not able to send copies of your school records." sounds OK to me somehow.
The speaker is less likely to be the representative of 'the College'.

(I'm a non-native speaker of Engish who is just stating his own opinion.)

That original seems OK to me. The speaker is, perhaps, from the admissions department of a university. The university wishes to contact an applicant's previous college for a copy of their school record. The applicant has given the university their college registration number so that the college can locate the record.

You could have made a simpler sentence to save the above responders a lot of trouble.

'It appears to be raining.'
