I don't understand in what kind of situation this sentence is uttered.

How many people are in the situation of having received an invitation to the party?
 
I'd be more likely to say, "How many people have we/you invited to the party so far?"

Now I see that "are invited" in the sentence actually means "have been invited."
Then, I think I can easily understand the meaning of the sentence.
