I know the tense different between two sentences.

What's the meaning different between two sentences?

Are both wrong?

To me it sounds like in the first sentence they were not willing to Travel.

Both sentences need to begin with a capital letter and end with a period/full stop.

The verb "convoy" means to escort, particularly for protection. If this activity is going on currently, I would use #1.
 
I think #2 is possible if the activity takes place regularly, but I am not a teacher.
 
So, is it depend on the context?
