"This guy is as bold as bold could be," said star Michael Keaton, referring to director and co-writer Alejandro Gonzalez Inarritu.

What does it mean in red?

as bold as, the "as" describes the bold, "adjective"?
as bold could be, it describes he will be bold very much?
 
"As bold as bold could be" means "As bold as bold gets (becomes)". However bold he is, men don't get any bolder.
 
May I simply take 'as (adjective) as (adjective) could be' to mean 'most (adjective)'?

You can quite easily forget the structure "as X as X could be". You'll never need to use it. It's idiomatic, and not common.

You can use the construction as it appeared in post #1.

'It's as hot as hot can be.'

'He's as brave as brave can be.'

'She was as poor as poor could be.'

You seem to be just placing words in random order. There needs to be a structure and a logic to forming sentences.

Would it make sense if it was changed to 'In chasing girls for love, MikeNewYork is as bold as bold can be.'?
