Does "1" mean:
a-Unlike what our enemies say, we have not failed.

Does "2" mean:
b-We have not failed in the manner in which certain of our enemies say we've failed. (We have failed in a different way.)

I don't think you can disambiguate this with a comma.

also mean:
Just as certain of our enemies say, we have not failed.

also mean:
Just as certain of our enemies say, we have not failed.
It can also mean, "We have not failed", as certain of our enemies like to say about themselves.
That's why it needs to be rephrased to disambiguate it.
