Dear teachers:
What does "as far sett in" mean in the following passage? Of course, "set in" means "begin", but this meaning is somehow ambiguous here, because in that time, sailing between Persian Gulf and India was only possible by monsoon wind.

Ali Mardan Khan was initially sent away by the Company’s Agent, John Horne, being informed that ‘the monsoon is as far sett in that should either the Vesells of which We have but two stay above ten days they would not only Endanger the loss of their Passage but of the Lives of every Man on board’

I'd say that 'set in' meant 'become established'.
 
"set in" means "begin",
It depends on context. Here, it means it hadn't just begun, it was at or close to its peak.
