No. It's completely wrong. My best guess is that you're trying to say "It's as cold outside as it is hot inside". It's grammatical even if it's a highly unlikely scenario and doesn't really make practical sense.

The sentence does not make any sense to me. How hot and how cold are they?
 
There is no indication at all as to the degree of hotness or coldness, so I think "very" is just an assumption.
 
The colder it is outside, the warmer it is inside.
