"The only place where Back In Black didn’t immediately hit was, ironically, the place, like all Mutt Lange albums, it had been built
specifically to conquer: America. In fact, it nearly caused Atlantic to spill their soup when it entered the US chart first week of release at a lowly No. 189. By then they had also begun their first US tour with Brian Johnson at the helm, headlining at mid-level arenas and large theatres, where crowd reaction was as strong as ever but critics tended to cast a sceptical eye on their new recruit.
Mick Wall, "Hell Ain't A Bad Place To Be".

Does "as strong as ever" mean that the reaction had never been so good before? Would it be more correct to use THE before "crowd reaction"?
