And 2."Welcome to oregon.now go home"???

1. Think about it. If you are illiterate, you could not read the bumper sticker.

2. Some Oregon natives are apparently not happy with migration of newcomers to their state or the flow of tourists. Hence the "welcome" message.

Note that most messages in bumper stickers are (at least meant to be) humorous. So it will sometimes be hard to decipher their meanings (and in case you do, their use for your everyday life will very limited).
