That would seem to be what is meant.

If you say that somebody is at a good spot, do you mean that his or her condition is good?

I would say that it is a rather non-committal but typical response from a "hospital spokesperson" that is not necessarily meant to suggest that the person's condition is "good", but instead, that in terms of the progress of recovery the person's condition is where it should be.
