I think "which" here refers to "cycle" and "its" refers to "hunger's" .

Am I right? Or what is your opinion?

It's rather circular. The cycle of hunger is at the root of hunger? What does that mean?

I think "which" here refers to "cycle" and "its" refers to "hunger's"

It's saying that the cycle of hunger is the root cause of hunger taking hold in the future.
which = the cycle
it = the likelihood that hunger will take hold again in the future
