At last we meet

1) If I have just met a person and he is standing in front of me at the very moment so what should I say "at last we meet" or"at last we met"?

2) Same with someone coming to the office at the very moment. Do I need to say "at last you come" or "at last you came"?

I know past should be used but I got confused because of one of the episodes of dragon ball z where Vegeta says to Goku "at last we meet". Shouldn't he gave said "at last we met"?

You're completely misunderstanding when we use "At last we meet". It's used between two people who have never met before but know a lot about each other, and have probably been waiting/hoping to meet for a very long time. It's a very stylised phrase and is used in films between heroes and villains (or people with a similar sort of relationship).
The simple fact is you should not use it in daily life. It's not everyday English and you'll sound like an idiot if you try throwing it in when meeting someone at your office.
 
@tufguy While I was reading that I was thinking "Why in the world would he say that?"

You'll probably never have a good reason for using that.
