Does this "ball-buster" here mean a person who is criticized, not adjusting to a group?

The new manager is a real ball-buster
 
No, it means someone who makes other people work really hard. It can mean that they are quite aggressive and demanding. Look HERE for definitions of "to bust one's balls".

Note that some people might find the use of "balls" offensive in this context. It is another word for testicles.
 
Does this "ball buster" in case of a woman have the same meaning"? Does "bust" mean "destroy or damage"? It sounds really offensive to say "ball destroyer".

Boy friend:Minday looks like hot stuff tonight
Girl friend : You're a real pig. You shouldn't look at other girls.
BF : Don't be a ball buster. I like you better than her.
GF : You are treating me like a half-wit
BF: Come on, Brenda, you're the apple of my eye.
 
I think the Urban Dictionary definition HERE fits that dialogue.
 
Out of curiosity, where did you find the dialogue, keannu?
Is it some kind of teaching material for English learners?
