What does bare no relevance mean?
 
I think it should be 'bear no relevance', but I am not a teacher.
 
It should be "bear" as in "carry." It will not be relevant.
 
And I think the preposition used after 'relevance' should be 'to' instead of 'on', but I am not a teacher.
 
Either "on" or "to" works. You usually bring things to bear on (or upon) something.
