How is better to write?

"Based on the test results students independently make decision whether to move further or to return and repeat little-understood material"

or

"Basing on the test results students independently make decision whether to move further or to return and repeat little-understood material"

End every sentence with the correct punctuation mark.

Say:

Based on their test results, students decide whether to move further or to return and repeat poorly understood material.
