Also, be it said, the parents whom... What does "be it said"? Can you please explain?

It's not a common phrase. It means something like "let this be known".
It often has the sense of "it's worth making this point clear".
 
I find it very unnatural. I assumed it was an error and it was supposed to say "it is said". We use "Never let it be said that ..." in BrE but I don't like "it be said" on its own.
