Factory is to have a
steady, reliable supply of water and electricity.

Which one sounds better? and why?

They both need to begin 'The factory...'

Your sentences have different meanings so the context will have to determine which sounds better.

I mean here a plan. To be more precise, A plan, which is necessary.

"The factory will have to have a steady, reliable supply of water and electricity." You could delete "steady", it's unnecessary.
