be vs being ?

I can see that being a problem since I only have 4 GB of RAM on this machine.

What's the differences between be and being here?
 
My question is easy to understand.
Can I use "be" here? If no, please give me reason.

"Being" is correct; "be" is not.

Why can not use "be" here? I tried to translate into Chinese. It seems making sense.
 
It may make sense in Chinese, but not in English. "Being" is a gerund noun which is needed there. "Be" is a verb which is not needed there.
