Would you be kind enough to give me your considered opinion concerning the interpretation of the expression in bold from the following sentence?
As a Russia-NATO summit begins in Sochi, Moscow has threatened to beef up its European forces, if talks between the alliance and the Kremlin fail to resolve sticky missile defense issues.


beef up = consolidate

consolidate = harden, reinforce, secure, stabilize, strengthen, thicken
