Could it mean that someone's got to have a few drinks to get in the mood?

I have no idea. Could you give us the words in context, please?

"My guy's realy affectionate. Does he need beer goggles to be with me?"

Well close, but not exactly.

"Beer goggles" refers to the idea that other people look more sexually attractive when you are drunk. So you are asking if he needs to get drunk to find you attractive. So "beer goggles" does not so much mean you are in the mood, but you are drunk enough to have sex with someone you would find undesirable when you were more sober.

I seem to often help with not-so-classy phrases.
