I agree with this if there are actual racks/stands.
However this question came up here in Japan, where there is usually only a paved area set aside for bikes, with no metal racks or stands. One English textbook uses the phrases “bicycle parking area” and “parking area for bikes”. Something along those lines should be clear to most people.
