My question is : which is correct

Bill is a good student?
Or
Bill is the good student?

And is it correct to change this sentence to this question :
- Bill is a good student ( change into wh- question )
Solution :
- Who is a good student?

Please note my corrections above.

Sentences 1 and 2 are both grammatically possible in the right context. Sentence 1 is probably more likely but sentence 2 is not grammatically incorrect. Your "Wh-" question is a possible question that would elicit the response "Bill is a good student".
