What is the difference between a broom and a sweeper? Both of them are the same?

A sweeper might be the person using the broom, but I wouldn't be surprised to learn that some people call a broom a sweeper.
 
In my western Pennsylvania dialect the vacuum cleaner can be called the "sweeper." I haven't heard it used of a broom.

If you're talking about the cleaning tool, use "broom". If I heard "sweeper", I'd assume it to be a person doing the sweeping (cleaning). Note also that "sweeper" is also player role in football (soccer).
