I've had a hard time to figure out the function of "to" here. It seems to me that the clause would be a bit better without it:
...but probably won’t end the country’s ‘zero COVID’ policy
Or
... but probably won’t (put an) end to the country’s ‘zero COVID’ policy.
In the latter, "put an end to" sounds idiomatic but "put an" is not omittable. I am not sure. What does "to" function there?
