What does the phrasal verb "call for" mean in the above passage?
 
It isn't a phrasal verb. It's the verb call, in the sense of using a phone line.
 
Both sentences have been truncated for convenience and possibly to save space. They're a bit like an advert or a caption. In full, they would be:

Are you thinking about studying for a postgraduate degree? If so, call (phone) us to book a place (on the course of your choice) now.
