I mean, up to this time I do not believe what happened.
 
If your lack of belief is on-going, I still can't believe it is the natural word order.

Rarely. It's not worth bothering about.

You/he/she/they can't still believe it/that! is possible when the speaker is expressing surprise at this incredible situation.

Unlike 5jj, I can't think of any context where it would be natural.
 
5jj can speak for himself, of course, but I guess he was thinking of a case in which additional information has caused us to cease to believe something.
 
"I still can't believe it." (= I continue not to be able to believe it.)

A: Can you believe that some people refused to wear masks during the pandemic?
B: No. I've known it for a while now, but no: I still can't believe it.

"I can't still believe it." (= It is impossible that I should continue to believe it.)

A: Do you still believe that it is OK for people not to wear masks while shopping in public during the pandemic?
B: I believed that for as long as I could, but I don't any more. I can't still believe it. It's been proven to be a very bad idea.
