Can you use "Good afternoon" as a parting phrase?

I've heard it being used by a non-native speaker and to my ears, it sounded strange. I tried googling for this but couldn't find many answers. I understood it's mostly used when meeting someone but might sometimes be used also when parting. Is that common practice & how does it sound to native ears?
 
It's not commonly used. I have come across it in 19th century literature and I've heard it in period dramas, in films and on television. Other than that I've never heard it.
 
You can say have a good afternoon. Bilbo Baggins dismisses Gandalf with good morning in the first chapter of The Hobbit, but good morning/afternoon/evening are not commonly used that way at least in AmE.
