As a verb, "cash out" means to convert some financial instrument (annuity, insurance policy. 401K, etc.) into cash. That will not work with a supermarket. "Cash back" is not a verb.
 
In the UK at least, when you pay by debit card at a supermarket, you're asked if you want any cash back. It's a way of drawing up to £50 in cash out of your account without going the bank or ATM.

The transaction also benefits the supermarket by reducing the amount of cash they have to handle.
 
There's also a "cashback" system with many credit cards in the UK now. For example, I have a credit card issued by a major supermarket. If I use it in that supermarket on food or petrol, 2% of the amount I spend is credited back to my card. If I use the card in any other store, I get 1% of the amount I spend back.
So I get 2% cashback on supermarket purchases and 1% cashback on other purchases.
