colouring pencils or colour pencils?

Pencils with different colours for drawing. Shall I call them colouring pencils or colour pencils?

"Colouring pencils" is OK too.

As a NES (BrE) but not a teacher:

I would have said: "colouring pencils" every time - as I would also have said: "colouring book". To me, a "red coloured pencil" can refer to the fact that its external colour is red, although its "lead" may be black. l would always look for a "colouring book" for my children to practice their colouring skills. A "red coloured book" would mean simply that its cover was red.

That having been said, unlike "colored pencils" (AME), I can find no references to "colouring pencils" in my various online dictionaries! The only place I managed to find "colouring pencils" was via a Google search, which generated pages such as: Colouring pencil Stock Photo Images. 478 colouring pencil royalty free images and photography available to buy from over 100 stock photo companies..

We always called them pencil crayons.

Those illustrated coloured/colouring pencils are not crayons. Crayons are oily.

Where I grew up in the UK, we used crayons for the coloured pencils and wax crayons. :crazyeye:
 
Where I grew up, we used "coloured pencils" to differentiate between pencils which write in lead/charcoal grey and those which write in a colour. We used "crayons" to mean the wax crayons.
 
Just goes to show - lots of regional variation. When I was growing up - and beginning to learn French, I thought crayon was a silly word for a pencil!

And you don't want to tell us where? That's not so useful. If you found it on a non-native website, for example, it probably means nothing.
The standard of evidence here is a little higher than simply saying you saw something somewhere.
