Does "Come August" mean "When August comes"? It seems to me that I read such a reversed structure about "come" in my comprehensive grammar book. I failed to retrieve it.

Perfectly good idiomatic English on either side of the Atlantic although in BrE I would consider it too informal to use in a text such as the one quoted.

It is used in the popular idiom "come what may".

Also, "come hell or high water".
