"Helen:Oh no, it's that time of the month again - time to pay the rent.
Tim: Comes round fast enough, doesn't it?"

My questions are related to above question,

1. What does mean "that time of the month"?
2. What does mean "Comes round"

1. We initially think she's referring to her menstruation, but she goes on to say she has to pay her monthly rent.

2. The time seems to come quickly.

In casual speech, dropping the subject is fairly common.
