Comes to a stop

(Two guys are driving in an RV)
Suddenly the traffic starts slowing down.
Guy #1: What now?
The RV comes/They come to a stop. Two overturned trucks are blocking the road about 250 yards ahead.
Guy #2: There's been an accident.

The above is from a script I'm writing.

1) Is 'come to a stop' OK if the traffic doesn't allow them to get further?
2) If we're in the car with them, would you write 'the RV comes to a stop' or 'they come to a stop'?
 
1) Yes, it's fine.
2) The latter.
