I am wondering why the "present" is used in the present simple. Isn't this action happened in the past?

Is this because it is something like:

Compass Theatre Company (now) have a new production of ‘King Lear’.

What do you think?
 
The presentation is present, not past. If it were in the past, there would be no point promoting it.

This game is always there, so there is no reason to use the past simple in this case (unless KOEI closes down). Am I right?

Why are you thinking about what we would say and not what KOEI would say?

I think you may have misunderstood the original sentence. When a company such as KOEI presents a new production, it uses the pattern COMPANY X presents Y as a way of introducing, and taking credit for, the production, so it is not really appropriate for us to do that. In other words, KOEI presents Extreme Legends is another way to say We present Extreme Legends. The sentence is not somebody talking about what KOEI does, but rather KOEI talking about what it does.

I think that you're thinking too much about time here, which is not particularly relevant. Remember that the present simple is used when time is not important.

One example could be facts, where time is not important because the fact doesn't change, like water boils at 100 °C.

I guess the pattern COMPANY X presents Y is a regular phrase; it is very unlikely to use any other than the present simple. When a company uses COMPANY X presents Y, that just means it exists at that time. So COMPANY X presented Y is practically impossible, in my opinion.
 
I just meant that you don't need to be thinking about time here. KOEI presents Extreme Legends says nothing at all about time. It's simply a way of introducing the game.

Present tense does not always relate to present time in English.
