I hope not. That's a correctly worded question. Americans would be more likely to phrase it this way: Do you know who the contact person is?

So you are saying that both versions with different word orders are correct and it is a matter of choice.
How is that possible?
I have seen emsr2d2 make corrections to similar sentences as I last quoted to have the word order reversed.
