I am always confused with this
Is it
Congratulations from me and XXX
OR
Congratulations from I and XXX
or
Congratulations from XXX or I
or
Congratulations from XXX and me

"xxxx and I congratulate you".
 
I've been seeing on the forums that using "I" or "me" at the end is always recommended. Is it about courtesy or was courtesy an element that contributed while the grammer was taking shape? Or, it has nothing to do with courtesy.

Yes, courtesy by putting the other person first.
You'll never hear "I and B ..." from a native but you'll often hear "Me and X..." used - correctly when in the objective case.
Songs:
"Me and Julio down the by schoolyard"
"Me and Bobby McGee"
"Me and my shadow ..." [This one is a bit different].

I assume it arose as a sign of courtesy or respect. In any case, it is certainly the conventional thing to do.

As far as I understand some native-speakers use "me" at the beginning. Is it informal or regarded by some native-speakers as impolite or bad English?

It is informal, also it is often regarded as impolite and as bad English.
 
I wasn't correcting you, what you wrote was fine, I just wrote it in a different way.:)
