- Knowledgeability does not entirely depend on degrees.
- Degrees are not the primary element of knowledgeability.

By degrees I mean the academic degrees given by a university or college like MSc or BSc.

Who wrote the sentence?
Try "being knowledgeable".
"Consist" and "element" are wrongly used. "Depend on" is good. Try to use simple words.

According to Goigle Ngrams Viewer "consist in" was briefly in vogue in America in the first half of the 1800s, but it is not in current use.
