which is correct? is it countries who or which speaks english?
 
I would say 'which'. You use 'who' for people.

Yes, that's right, but it is people who speak English not countries.

I agree. A country doesn't speak a language.

Countries in which English is spoken

OR

Countries where English is spoken.
