Hello, could you please tell me whether the word “cupboards” can be used for these cabinets?

Yes, they can. However, I would only call the ones above the counter "cupboards."

I would call the lower ones "cabinets."

But usage does vary.

I (BrE) would call them all cupboards.

They're all cupboards to me too. We don't generally use the word 'cabinet' for these in British English.

I'd (AmE) call them all 'cabinets', although I wouldn't be at all surprised to hear 'cupboards' for the upper units. I wouldn't expect to hear anything other than 'cabinet' for the bottom units.
