I want to give a warning letter to an employee who is not working well and his appearance is not well. He is a front office staff and having long hair.(several times I asked him not to grow your hair long while you are sitting and greeting customers) but he still not obay.-please see below and correct.

Despite several verbal and written warning, you are still not following the management instructions. Your continues negligence in executing daily job affecting the daily operations day by day. Moreover, in spite of several instructions about your physical appearance, while on duty which is not acceptable, you are not at all bothered to correct it, instead, you are arguing with the management by justifying your appearance is perfect.

See above. On a practical note, I wonder whether he already had long hair when he was given a front office role. If he had long hair at that time, he should not have been given the role in the first place.
 
Perhaps:

Instead of doing something to correct your appearance, you have argued with management, claiming your appearance is perfect.

I don't think you need "the" before "management" there.
