Yesterday, when I searched our local libraries for a book online, I discovered that there was a column on the page for readers to make a request on the materials they would like the libraries to purchase, such as books, digital books or CDs. The libraries would consider these requests but may not buy them for certain. I made a few requests. I saw some people on forums say that it could take one years to buy a book they'd requested. I hope mine will be approved soon.

That's not an error, though! In that sentence, "one" means "someone". It could take someone years to get the book they want.

I'd probably say "The libraries consider these requests but there's no guarantee that they'll buy them".
