Don't understand this sentence structure

I just read the newspaper from Hong Kong - South China Morning Post, I don't understand the sentence structure of Also held were Mak's partner in a cross-leasing deal and both men's wives...., why "held" can be put in this position, held is a verb, right? Please advise!



Secretary for Development Mak Chai-kwong resigned yesterday after just 12 days in the job, and was arrested by the corruption watchdog over his claim for housing allowance while a civil servant in the 1980s. Also held were Mak's partner in a cross-leasing deal both men's wives....

What comes after "both men's wives"?

Mak's partner was also held by... someone. The authorities, presumably.

It's fine. It's stylistic inversion - Mak's partner in a cross-leasing deal and both men's wives were also held.

 
held = arrested (in this context).
