Hi,

In House of Cards, an American TV drama, I heard Frank told a woman, "Don't you look stunning" in a ball.

1. Does the format as below mean compliment?

Doesn't the book interesting.

Isn't she beautiful.

2. What is the punctuation mark behind the sentence?

Is it a period or question mark?

3. I think "Don't you look stunning" is a mediate compliment, comparing to how stunning you look, which would sound like flattering.

Do you think so?

It's probably a compliment, but the intonation could affect this. I wouldn't use a question mark. It could have an exclamation mark, though. I don't agree with your third point- it could be an extreme compliment. Again, it would depend on how the person said it.
 
"Stunning" is a compliment.
 
"Doesn't the book interesting" is not correct. "Isn't the book interesting?" and "Doesn't the book look interesting?" are correct.
