Is it OK to use the phrase "due to the above" in formal writing without following it with any noun, i.e. "Due to the above, the project will..."

Is it good English, and if not, what other phrases can be used here?

Yes you can, if "the above" points to something just written that has obvious applicability to the future of the project.
If necessary, you can write, "Due to the above fact/reason/argument/ etc..." but it's often not necessary.
