"Employee from years' past"

Is the sentence "employee from the years' past" the same as "from past years" ?
 
You don't need an apostrophe after years, and the definite article should be omitted. With those two changes the two are identical in meaning.
 
In "past years", "past" is an adjective, what is "past" in "years past"?

It's still an adjective (a postpositive one).
