Narain says the 2015 Paris climate deal — the agreement to limit global warming to below 2 °C above pre-industrial levels — has ended up weakening commitments to equity. Since the agreement was signed, lower-income countries are also expected to start to reduce their emissions.

Does "ended up weakening commitments to equity" mean "ended up reducing commitments (pledges of rich countries to do more work) to equity (every country, regardless of rich or poor, does the same amount of work)"?
The last sentence of the above passage seems to prove this: " Yet these countries produce a fraction of the greenhouse gases of the big emitters, she says."

"Equity" is modern Marxist language which sets the goal for complete equality of outcomes in all human endeavors. In its use here, it refers to making rich countries poorer in an attempt to make poor countries richer.

The modern leftist politician is trapped between his ideological goals of having all countries reduce "carbon" emissions and of raising up poorer countries.

If poor countries get more rich, they will emit more "carbon," which is thought to be harmful.

How do you define "commitments" there?:

I assumed that the word was used in its more traditional meaning of the quality of being fair and reasonable to all.

Not how I read it. The complaint is that lower income countries are expected to reduce their emissions without ever getting to enjoy the fruits of a fossil fuel economy. Or getting money from the richer countries, to make things more "equitable."

"low-income nations are deeply critical about the slow pace of decarbonization, and say that pledges to deliver funding have not been honoured."

According to the article, "commitment to equity" here refers to the commitment of both rich and poor countries to "decarbonize, but at different rates — with richer countries cutting emissions more quickly — until emissions from the two groups converged on the same per-capita level". The 2015 Paris climate deal ended up weakening rich countries' commitments to this agreement. You can see the data ("...between 1990 and 2019, the highest-income countries were responsible for two-thirds of greenhouse-gas emissions. Wealthy nations also failed to abide by the 1997 Kyoto Protocol,..") that demonstrates that these countries failed to comply with said agreement.

Yes, 'commitments' means 'pledges' and 'equity' means what Jemima has said above about decarbonizing at different rates in a way that was at least generally considered to be fair to poorer countries wanting to industrialise.

But fairness is a vital feature of justice (the article is titled "COP architects furious at lack of climate justice at pivotal summit"), how can you "weaken" something to fairness since nothing is greater than justice or fairness? Weakening commitments to fairness sounds odd and illogical while "weakening commitments to equity" leaves room for you to guess what is "equity".
