To my thinking, the sentence should read as follows:

This controls fuel injection amounts, injection timing, (by) using the engine control module (ECM).

That's quite a muddle, if I may say so. If the first phrase is a section heading and I've guessed correctly what it's supposed to say, this might work:

Electronic Engine Control Function and Operation

The Electronic Engine Control (EEC) uses the engine control module (ECM) to control fuel injection amounts and injection timing.
