"Entering into a new century, within the framework of the international state of play, a period of comprehensive change in the past 10 years aimed for many regions, countries and problems has not yet been completed. Conflicts in nearby regions, which are of particular interest to Turkey, have not yet been resolved. We see that some of these problems are headed not for worse, but for the better as we anticipate that there will be promising developments for the future. This optimistic view, however, is not possible to be true for some of other problems owing to some governments and circles which see interest in the continuation of problems.

On the other hand, the change spawn by globalization affects the interrelation of political systems in an increasingly more prominent manner, and interdependence between countries is gradually increasing, and democracy, rule of law and respect for human rights have become leading and fundamental values which command and direct our age. In this regard, it should be acknowledged that in the international environment, one of the most determinative elements of powerful states is their provision of welfare and happiness to their people.

Issues regarded as domestic affairs of a country until a near space of time ago have now become items on foreign policy agenda. By definition of this general tendency, giving priority to the improvement of our democracy, and to the ensuring of respect for human rights and individual freedoms is a matter of necessity for Turkey to become a more secure and credible country in it foreign relations.

Within this global understanding which commands our age, Turkey's future will undoubtedly be decided by its own preferences. The international cherishment of Turkey’s foreign policy preferences proves Turkey’s capabilities."
