Practicing and learning from mistakes
Good learners think about what they are good at and what they need to practice more. Remember, “Use it or lose it.” Even if you learn something well, you will forget it unless you use it. “Practice makes perfect.” Good learners will keep practicing what they have learned, and they are not afraid of making mistakes.

I don’t quite understand this clause: even if you learn something well.

I’d like to know if it means even if you are a good learner at something or even if you have learned something well.

It is a general statement (simple present tense) which means "even after you have acquired the knowledge or skills of a subject".

It means the second one of your two options.

I don't know why the writer decided to use the present simple (thereby creating an oddly mixed conditional) instead of the present perfect, which is much better. Well done for spotting this.
