the rule says...
What + a/an + adjective + noun...!What a hondsome man!
and
What + adjective + noun...! What lovely weather!
it says that if we write " What a lovely weather! is wrong.
And how can I distinquise which of the two to use?

"Man" is countable, "what a handsome man/what handsome men", "weather" is uncountable so we can't have "a weather".

"What a lovely weather!" is wrong because "weather" is an uncountable noun and you should not say "a" before it. The same goes with "such a lovely weather" which is wrong.

But I like to say "What a lovely weather!" and "Such a lovely weather" when I am not teaching. Many people say "what a lovely weather!", you'd better not.

By the way, I didn't notice bhaisahab replying this.
