Dear teachers,
I need to express a comparison between two experimental treatments: A and B. For instance, 25% increase in nitrogen levels has happened in treatment A. Therefore, is the following sentence true?
The nitrogen level in treatment A has increased 25% to the treatment B.
If this sentence is not true, how should I explain this comparison?

....A has increased by....% in comparision with ....B
 
However, please note that this comparison is only valid if the original nitrogen levels of both A and B were the same, and it was only increased in A in order to compare the results.

You haven't given enough information. What are the nitrogen levels of both samples before treatment? What are the levels after treatment A and treatment B? You've told us nothing about B.
